How can I get my toy Poodle to let me brush his teeth?

I even bought him beef flavored toothpaste and soft finger brush from Petco, but as soon as he sees it he freaks out and won't even let me get close to his mouth! how can I get him to let me brush his teeth, he's all ready building up tarter!
