Where can i view 2008 electoral rolls for free or find promo codes for credits on 192.com?

theres some important info i need to give someone but i only have their name and area, they are ex directory so the electoral roll is pretty much the only place i can find it.i dont have a card so can't use 192.com unless i can find promo codes which i cant seem to find anywhere.really i need to find these sites for free and in the UK.can anybody help?
