Is there a program for tracking near Earth objects? Are there any asteroid or comet deflection plans?

I read that there is a 1/44000 chance that Apophis will collide with Earth in the year 2036. If the asteroid collides with Earth then the civilized world will end as we know it. Do we track near Earth objects or wait until they collide with Earth? Are there any asteroid or comet deflection plans?
